Indian artificial intelligence startup Sarvam AI has announced strategic partnerships with the governments of Odisha and Tamil Nadu to build sovereign AI infrastructure and expand adoption of population-scale AI services across public systems.

The company said the collaborations aim to develop large-scale compute capacity, India-focused AI models and institutional frameworks to support AI deployment across government services, positioning AI as foundational digital infrastructure.

In Odisha, Sarvam has signed a memorandum of understanding to build a 50-megawatt AI-optimised capacity hub that will function as a public AI utility for the state.

The facility is expected to support use cases across mining, heavy industry and workforce skilling, while also serving as part of a broader national compute grid to support India’s AI growth. Officials said the initiative aligns with efforts to shift the state toward a technology-driven economy.

In Tamil Nadu, Sarvam is working with the state government and IIT Madras on “Digital Sangam,” described as India’s first sovereign AI research park. The project will include a 20-megawatt AI-optimised data centre alongside research, startup incubation and AI application development.

Planned deployments include voice-enabled citizen services, agricultural advisory tools and AI-powered public helplines aimed at improving access to government services.

Sarvam said the partnerships mark early steps toward a national sovereign AI stack built on domestic compute infrastructure, Indian-language models and shared digital public infrastructure to support large-scale adoption across the country.
