Odisha Taps TCS for Cloud-Native IFMS 3.0 to Boost Digital Governance
IFMS 3.0 introduces a user-friendly interface, real-time data integration across departments, and advanced reporting tools for better insights.

Tata Consultancy Services (TCS) has partnered with the Government of Odisha to roll out Integrated Financial Management System (IFMS) 3.0, a cloud-native, microservices-based architecture designed to automate and streamline the state’s public finance workflows.
IFMS 3.0 introduces a user-friendly interface, real-time data integration across departments, advanced reporting tools for better insights, and robust security protocols to safeguard financial data. With mobile accessibility, officials can seamlessly manage operations on the go, ensuring smarter governance and more informed, data-driven decision-making.
The launch marks the latest milestone in a long-standing collaboration between TCS and Odisha that began in 2005 with the Odisha Treasury Management System.
This journey progressed through the first and second versions of IFMS, culminating in IFMS 3.0, which incorporates artificial intelligence, machine learning, and multilingual chatbot capabilities to enhance decision-making and user experience.
“We are proud to deepen our collaboration with the Government of Odisha. IFMS 3.0 combines advanced technology and user-centric design to deliver smarter governance. With real-time financial visibility, enhanced precision, and a future-ready architecture, this platform will empower Odisha to deliver more effective public services to its citizens,” Girish Ramachandran, President, Growth Markets and Public Services, TCS, said.
Alongside core modules for budgeting, revenue, expenditure, and accounts management, IFMS 3.0 introduces TCS’s AI Workbench, enabling predictive analytics, automated service desk operations, and intelligent financial monitoring.
“This new system unifies budgeting, payments, receipts, and accounts into a single source of truth. With AI-assisted insights and intuitive workflows, IFMS 3.0 will allow officials to monitor programs in real time, accelerate reporting, and make confident, data-driven decisions,” Tej Paul Bhatla, Vice-President, Public Services, TCS, added.
