US Government Signs Deals with OpenAI, Google, Anthropic to Expand Federal AI Access

WASHINGTON, September 13 2025 — The U.S. General Services Administration (GSA) has added OpenAI’s ChatGPT, Google’s Gemini, and Anthropic’s Claude to its Multiple Award Schedule, allowing federal agencies to procure their AI tools under pre-negotiated, streamlined contracts.

These deals tie into the GSA’s “OneGov” strategy, part of the Trump administration’s broader America’s AI Action Plan, aimed at accelerating AI adoption across government.

Among the cheapest offers: Anthropic agreed to provide Claude for Government and Enterprise branches to all three branches of federal government for $1 per agency per year for one year. Google’s "Gemini for Government" was priced at $0.47 per agency for a similar period.

Implications: These moves dramatically lower barriers for federal agencies to adopt powerful AI tools, boosting efficiency and modernisation across government operations.

However, concerns have surfaced around vendor lock-in, security compliance, and fairness to smaller AI firms. For example, one protest filed with the Government Accountability Office (GAO) argues that contracts might circumvent competition rules and lack transparency on future years’ terms.

With models like ChatGPT, Claude, and Gemini now officially approved on the GSA schedule, federal procurement is being reshaped. The government gains quick access, but must balance cost savings with oversight and long-term governance of AI tools.
