OpenAI has introduced a new global initiative, OpenAI for Countries, aimed at helping national governments develop AI infrastructure grounded in democratic values.

The programme is part of the broader Stargate project—a collaboration with Oracle and SoftBank—first unveiled in January alongside President Donald Trump.

"We’ve heard from many countries asking for help in building out similar AI infrastructure—that they want their own Stargates and similar projects. We want to help these countries, and in the process, spread democratic AI, which means the development, use and deployment of AI that protects and incorporates long-standing democratic principles," OpenAI said in a blog post.

The San Francisco-based startup believes that this kind of infrastructure is going to be the backbone of future economic growth and national development.

Through this initiative, OpenAI plans to partner with governments to establish secure, in-country data centres that uphold data sovereignty, support local industries, and allow private, compliant AI customisation with domestic datasets.

Another key component is the development of national AI startup funds, aimed at cultivating local innovation, job creation, and sustainable AI ecosystems.

OpenAI also intends to offer localised versions of ChatGPT tailored to each country’s language, culture, and public sector needs—especially in education and healthcare.

"This will be AI of, by, and for the needs of each particular country, localised in their language and for their culture and respecting future global standards," the startup said.

In its first phase, OpenAI aims to form ten country partnerships, coordinating efforts through U.S.-based and regional representatives.
